The two reactors at the site were shut Thursday as a precaution before the arrival of the storm and remained offline Wednesday. The access issue was not a safety concern, because two shifts of workers are onsite, and the utility stocked food and water supplies at the plant in advance of the arrival of Hurricane Florence Friday, NRC Region II spokesman Roger Hannah said Monday.
The hurricane made landfall near Wilmington Friday morning before moving west and south as it gradually lost strength, and was downgraded to a tropical storm later Friday. Duke shut both reactors at the Brunswick station Thursday to comply with a requirement that the units be shut several hours in advance of the arrival of hurricane-force winds at the site. In an event report to NRC, Duke on Saturday declared an unusual event, the lowest of NRC's four emergency declaration levels, because of the problems with access to the facility.
In a new report Wednesday, Duke said the unusual event was terminated Tuesday afternoon and personnel transport to the site resumed.

The utility used helicopters to bring additional supplies to the site while it was isolated, Duke spokeswoman Mary Kathryn Green said in an email Tuesday. The site did not flood, she added.
